Vlad Spânu – President, Grant Manager and Member of the Board of the Moldova Foundation

Vlad-spanu_3Vlad Spânu is the Moldova Foundation’s president and grant manager. He has been a senior Moldovan diplomat in 1992-2001, holding positions of the Head of Ministry of Foreign Affairs’ Division for Regional and International Economic Cooperation (1992-1994, 1997-1998), Counselor (1994-1997) Minister counselor and Deputy chief of mission (1998-2001), Charge d’Affaires (1998) at the Moldovan embassy in Washington, DC.

After he left the foreign service in 2001, Vlad Spânu authored and co-authored books, research papers, and policy briefs, Op-Eds, and articles, gave interviews to U.S. and European media. His latest book (2010) is “The A to Z of Moldova” (see the list of all publications).

In the last 11+ years, Mr. Spânu managed projects & grants, as well as consulted on organizational development, strategic planning, process improvement, and change management. He teaches part time within MPA and MBA programs at Bellevue University, as well as within a Project Management program at George Mason University.

He holds a B.S. in economics from the State University of Moldova and two master degrees – from SNSPA, Romania’s top graduate school, and from Harvard’s Kennedy School of Government.
